Cities like Baltimore, Cleveland, Detroit, Oakland and St. Louis stand out but it would be unfair to dismiss them as worthy destinations in their entirety. Like any place in the world, there are good and bad to these cities so while you may be inclined to rule them out they are likely to pleasantly surprise you.
